We’re pleased to introduce Bob Payne, owner of Cecil County owned company Terracon, Inc., who is our site contractor. Bob has owned and operated Terracon for 15 years.

Bob stated, “I am thrilled to have been selected as a contractor for this project. Being a resident of Cecil County my entire life affords me the privilege and honor of being a part of this team that is constructing such an important piece of our community’s future. Each day I find myself waving to family, friends, and even people I’ve never met who are excited to see the new library underway.

Our library is synonymous with quality education and our community’s future. I am also proud to have my daughter, Mackenzie, watch this project through all phases of construction.”
